Authorization clarification: Course completion does not itself authorize a participant to act on behalf of a Flag Administration or Recognized Organization. Statutory survey and certification authority must come from the relevant Administration/organization under its own appointment and competence system.

What Is a Flag State Inspector?
A Flag State Inspector supports the Administration in verifying that ships entitled to fly its flag comply with applicable international and national requirements.
Flag States have primary responsibility for the ships flying their flag. This includes implementation of applicable IMO instruments, survey and certification arrangements, oversight of authorized Recognized Organizations and enforcement of national requirements.
Depending on the Administration, inspections may be performed directly by government surveyors/inspectors or delegated in part to authorized Recognized Organizations and nominated surveyors. The Administration retains responsibility for effective oversight.
A professional Flag State inspector therefore needs both technical ship knowledge and a clear understanding of the legal authority, survey scope, certification framework and reporting responsibilities applicable to the assignment.

Harmonized Survey & Certification System
IMO's HSSC framework harmonizes the timing and structure of surveys and certificates across major maritime conventions.

What Is a Recognized Organization?
A Flag Administration may authorize an organization to perform certain statutory survey and certification functions on its behalf, subject to the mandatory RO Code and Administration oversight.
IMO adopted the Code for Recognized Organizations through resolutions MSC.349(92) and MEPC.237(65). The Code provides a harmonized framework for assessing, authorizing and overseeing organizations that perform statutory functions on behalf of Administrations.
The existence of an RO does not transfer away the Flag State's responsibility. Administrations need appropriate authorization agreements, oversight and competent personnel capable of monitoring the organizations acting on their behalf.
